Program Mission

NNPH Food Plan Review Team's mission is to efficiently manage the public health permitting process during a change of ownership for existing food establishments within Washoe County. To facilitate seamless transitions for new owners, provided the menu and operations remain consistent and the facility holds active permits. During the mandatory opening inspection, our focus is on verifying that the facility meets critical operational and structural standards as outlined in the Health Permitting documents.

Program Detail

When a food facility changes ownership, the new operator or business entity must submit an application for a new health permit. If the City of Reno, City of Sparks, or Washoe County business licensing department requires a new business license, this will also require a new health permit. As part of this process, the facility must undergo an opening inspection to confirm compliance with public health requirements.

Operating During the Transition

Facilities that are currently operating may remain open during the ownership change only if all of the following conditions are met:

  • A complete application for a new health permit has been submitted.
  • The existing health permit is active and in good standing (no outstanding fees).
  • Food operations and menu remain substantially the same (for example, a coffee shop continuing to operate as a coffee shop).
If these conditions are not met, the facility must remain closed until the new permit is issued.
Why This Process Matters
  • Ensures continuity of safe food service under new ownership.
  • Confirms that the facility is compliant with health standards before the new permit is granted.
  • Protects the public by requiring closure when significant changes or deficiencies are present.
