Program Mission

The Limited Advisory Inspection Program aims to provide prospective food-service operators with clear, comprehensive insight into the condition of a facility before entering a lease or other legally binding agreement. NNPH Food Plan Review Team's mission is to ensure full transparency by identifying the repairs, upgrades, and modifications required for the facility to meet current health and food-establishment regulations.

Advisory Inspections for Food Facilities

The Health Department offers optional, fee‑based advisory inspections to assist prospective food facility operators in preparing for permit approval. These inspections are conducted prior to lease signing or permit application and are designed to provide clear guidance on construction, equipment, and operational requirements.

Purpose of Advisory Inspections

An advisory inspection allows our staff to review a proposed facility and identify requirements that must be satisfied before a health permit can be issued. This service provides operators with an informed understanding of compliance obligations before committing to a location.

Benefits to Operators
  • Early identification of requirements – Understand health code obligations before signing a lease.
  • Reduced risk of reinspection fees – Address issues in advance and minimize costly delays.
  • Expedited permitting process – Resolve potential concerns prior to application, resulting in a smoother approval.
  • Additional preparation time – Correct deficiencies before applying for a permit, rather than under the standard 30‑day correction period following an opening inspection.
  • Increased confidence – Begin operations with assurance that the facility is aligned with public health standards.
How Advisory Inspections Support Compliance

Without an advisory inspection, deficiencies are typically identified during the opening inspection. At that stage, operators are generally provided 30 days to make corrections, with flexibility granted when progress is demonstrated. Advisory inspections empowers operators to make informed decisions, plan for compliance needs, and protect their investment.

Calculations

Calculations for water heater demand, cold storage, and dry storage are required for any new building plans and changes of ownership.  This is to ensure facilities meet hot water demand during peak usage and cold and dry storage for the proposed food operations are sufficient.

Please utilize the calculators below to assist with determining the appropriate sized water heater and ensure the facility can meet storage requirements.
